The ZTL of Siena includes the streets of the historic center, excluding specific roads. It is one of Italy's first ZTLs, operational since 1965, managed via electronic gates. Access is restricted to certain vehicle categories and users. Annual permits are available for residents and garage owners, along with temporary permits for various needs and permits for disabled individuals. Permits are issued by the Administrative Mobility Section of the Municipality of Siena and can be paid online or at Siena Parcheggi offices. Temporary permits range from daily to six months. A European Disabled Unified Badge is required for access and parking in ZTLs.
The streets of the historic center excluded from the ZTL are:
  • Via Pian d’Ovile;
  • From Piazzale Fortezza 11 to Piazzale Fortezza 22;
  • Via Garibaldi (from Porta Ovile to Viale Don Minzoni-Barriera San Lorenzo);
  • Via del Nuovo Asilo;
  • Via Paolo Mascagni (from Via del Nuovo Asilo to Via Ettore Bastianini);
  • Via Ettore Bastianini (from Via Paolo Mascagni to the ZTL control gate);
  • Via Roma (from Porta Romana to the ZTL control gate);
